Is your state among those that have restrictions on horse betting that prevent US-based sites from allowing access?  If so, have no fear, you can still sign up with a legitimate (and legal) international based horse betting site that can offer even better odds and perks.

Bookmaker.eu, in business since 1986, offers 8 percent rebates on both WINS and LOSSES.

It should also be noted that internationally-based horse betting sites do not ask for your social security number or require you to fill out lengthy tax forms.

If you are intent on joining one of these US-based horse wagering websites, the following states are restricted from doing so:

Alaska

Arizona – limited to only certain races.  Preakness Stakes and Kentucky Derby are permitted.

District of Colombia

Georgia

Hawaii

Mississippi

Missouri

Nevada

New Jersey

North Carolina

*Pennsylvania - Residents located within 35 miles of Parx, Penn National, Pocono Downs, Harrahs Philly, or Presque Isle Downs are prohibited from opening Xpressbet accounts.  All wagers made by Pennsylvania residents, regardless of the minimum bet amount established by the host track or its regulators, must have a minimum ticket cost of $2.00.

Puerto Rico

South Carolina

Texas

US Virgin Islands

Utah

Again, Bookmaker is an international online horse racing website that does welcome residents residing in these states.  They DO prohibit betting from the states of Washington and Maryland, which is hosting the Preakness Stakes however.
