When Can Bets Be Placed

You can place your bets until the start of the tournament.  After each round of play, the odds are updated based on individual performances.  Whatever odds were available at the time you placed your bet are locked in.  So if Tiger Woods, for example, was at 12/1 when you placed your wager and by the 4th day is near the top of the leaderboard with 2/1 odds, you would still be paid $1200 on a $100 bet. You can place bets between each round right up to Sunday morning.  Some of the online gambling websites even offer LIVE IN-PLAY WAGERING while the tournament is in play.

How Are the Masters Payouts

For 2018, the favorite (Jordan Spieth at most books), would pay out $1000 on a $100 bet.  A handful of contenders are listed between 10/1 and 12/1 odds including Tiger Woods at 12/1 (paying $1200 for every $100 bet).  You can also wager $10 to win $100 and up starting with the favorite.

Long shots can pay five figure winnings.  Adam Hadwin at +12000 pays $12000 on a $100 bet.

Odds can appear as Tiger Woods 12/1 or +1200.  The later is referred to as "American Odds".  A $100 bet essentially pays the number you are seeing among the American odds ($1200).  When you see Hadwin listed at +12000, the payout is $12000 on a $100 bet.
