You can bet the Oscars online from Tennessee, Kentucky and Indiana using any number of internationally-based websites. None of these states host online sports betting sites that would offer Oscar betting.

In May 2018 the U.S. Supreme Court ruled that states could begin offering sports betting, including via the Web. While the Oscars may not seem like a sports betting event (and indeed it is not), for years the awards show has been a pivotal part of sportsbook offerings throughout the world. In fact, outside of the U.S. Presidential elections and a handful of other big political events like Brexit, the Oscars has long been the most bet on single day non-sporting event.
Kentucky is close to allowing sportsbooks to operate from within the state.
In Kentucky, House Bill 175 passed a House panel earlier this week. It would allow Kentucky residents to gamble on sports legally at an approved location - such as a state-licensed horse racetrack or the Kentucky Speedway in Sparta - or on an app for which they register in person at an approved location, per Kentucky.com's John Cheves. It would need 60 out of 100 votes in the full House to pass.
While Tennessee does not have intentions to offer sportsbooks in-state at this time, one can drive about an hour south from the Memphis area to Tunica and place bets at a number of sportsbooks licensed by Mississippi. That state's sportsbooks do not offer Oscars betting or online outside the casino properties.
Indiana has not authorized sportsbooks operating within its borders yet.
Each of these states residents can access offshore books for placing Oscars bets.
