Even in the states that have done things right - New Jersey, Iowa, Indiana - there is still room for local bookies to enjoy great success.

New Jersey does not allow bets on games featuring Seton Hall, probably the most in-demand state team to wager on during the college basketball season.

Iowa requires in-person registration until January 2021.  While the state allows betting on its high profile college teams, it does not permit player prop bets in-play (not yet the most popular wagering activity).
