The US Supreme Court ruled to allow sports betting nationwide back in May 2018. Since that time, states have been scambling to amend their own laws. No easy task for around 80% of them.

Even in the states that have done things right - New Jersey, Iowa, Indiana - there is still room for local bookies to enjoy great success.
New Jersey does not allow bets on games featuring Seton Hall, probably the most in-demand state team to wager on during the college basketball season.
Iowa requires in-person registration until January 2021. While the state allows betting on its high profile college teams, it does not permit player prop bets in-play (not yet the most popular wagering activity).
