BookieMarket.com allows individuals to create their own website "for free".  But in reality anyone can create a sportsbook website for FREE.

What do you get for free?

For ten or fewer players you do get to access lines, offer Hold'em poker, slots, minimal reporting, straight bets only, NFL, Canadian football, arena football betting and a number of other sports including several soccer leagues.  Your players will not be able to bet NBA, Baseball or college football with this package however.  This package is good for those looking to test out their software but probably won't be useful in maintaining players if you wish to continue on this route.
