The FanDuel sports betting app will soon be available to those living in Iowa, but not Minnesota. You cannot register with the FanDuel app from Minnesota either. There are other fine sites, some only requiring a name and valid phone number to start placing bets.

FanDuel has announced the grand opening of its retail sportsbook at Diamond Jo Casino in Northwood, Iowa, an hour south of Rochester, Minnesota.
This sportsbook was slated to open August 29, 2019.
As stated above, the mobile app will be coming shortly thereafter but will only be available for placing bets inside Iowa's borders. You can access and place bets on the app, even if you are a resident of Minnesota, just as long as bets are placed in Iowa. Registration cannot be done remotely.
