The Commonwealth of Virginia saw a comprehensive sports betting bill introduced in November 2018. The bill -- called the "Virginia Lottery Law" -- will be considered during the 2019 legislative session. With oversight delegated to the Virginia Lottery, the bill would permit sports betting on a wide variety of events, but not any involving Virginia-based colleges or certain youth sports. The proposed legislation calls for a $250,000 permit fee and a tax rate equal to 15 percent of revenue.
