Valve's Dota 2 will be held in Shanghai at the Mercedes-Benz Arena.

From VPeSports.com:

So far there are four teams confirmed for The International 2019 – having accumulated enough Dota 2 Pro Circuit points throughout the season and claimed their spot among the elite heading to Shanghai, China in August. There will still be another eight teams that will come through the DPC points system and with another two Majors left for the season (MDL Disneyland Paris and EPICENTER Major 2019), many teams will surely make their way into the tournament. However, for those teams that fail to acquire the points, there are regional qualifiers for ONE team from each of the six regions. But the dates for these regional qualifiers are yet to be announced – although they would possibly take place in July of 2019.
