The Pay Per Head eliminates the need to maintain a costly wire room, records and bet tickets, and the entire process of bet taking.

A recent US Supreme Court decision allows California to offer legalized sports betting provided they amend state laws.  California will likely only permit such activity in its tribe-owned casinos, thus making the offering inconvenient to nearly all residents of the sprawling state.  With California lawmakers already on recess for the year, sports betting in casinos won't happen until well after Super Bowl 53.
