Texas is not expected to legalize sportsbooks to operate within its borders in this lifetime.  Draftkings will not operate in any state that does not offer licensing.

Offshore sportsbooks have been accepting customers from California for better than two decades now.  None of these companies intend to seek a state license as they already have one from the country in which they operate.

Texas has demonstrated itself to be among the least gambling friendly states in the nation.  It is one of around a dozen states that does not even allow horse betting online.  Only a handful of casinos operate in the Lonestar State and only on Tribal land.
