PA Bans 11 Individuals From Gambling Including Woman Who Left 1-Year Old in Car for 3 Hours in 80 Degree Heat

HARRISBURG, PA (Gambling911.com) - The commonwealth of Pennsylvania on Wednesday announced its latest gambling ban list for 11 individuals.  The Exclusion Lists, effectively bans those named from gambling in the state at both retail casinos and online betting sites regulated by the Board and Video Gaming Terminal locations. 

The Board’s Chief Enforcement Counsel presented these matters, which raise the number of individuals on the Board’s various Involuntary Exclusion Lists to 1,499.

Those added to the list include a woman who left a 1-year-old in a vehicle in the parking lot of Parx Casino for 2 hours 41 minutes with an outside temperature of 80 degrees while she gambled at slot machines.  This shocking story was widely covered at Gambling911.com.

Leola Dualuqua, 37, of Willingboro, New Jersey was taken into custody after being located inside the casino on April 14, 2026. According to Bensalem Township Police and the probable-cause affidavit, Dualuqua allegedly left her 14-month-old son in her vehicle at approximately 6:28 p.m. Casino surveillance showed her entering the casino, where police later found her actively gambling.  

Police said the vehicle was turned off, the doors were locked and the windows were closed. Outside temperatures during the period reportedly ranged from approximately 85°F to 81°F. The boy was asleep in his car seat but covered in sweat and described by emergency personnel as “very hot”; the affidavit also said he had a soiled diaper.  The child was rushed to an area hospital where he was able to fully recover. 

A man who left a 10-year-old in a vehicle in the parking lot of Hollywood Casino York for 18 minutes while he gambled in the casino’s sportsbook was also added to the ban list. 

Another man was banned for having 28 counterfeit $50 bills, some of which he used at table games.

Five others were placed on the Involuntary Casino Exclusion List, as well as three others on both that list and the Involuntary Interactive Gaming Exclusion List for various actions. 

The Gaming Control Board will next meet at 10 a.m. Wednesday, Sept. 23 in the Board’s Public Hearing Room located on the second floor of the Strawberry Square Complex in Harrisburg.
