The incident occurred at the nearby Wind Creek Casino.

A Pennsylvania State trooper received report of the complaint made April 7.

The victim, who uses a wheelchair, was escorted to her vehicle in the Wind Creek parking garage by an unknown man.

The man, later identified as Victor Manuel Mariera, 60, charged her card $750 at an online casino.

Surveillance footage showed Mariera placing a white bag that was sitting near the woman's wheel chair into a back pack.

The suspect told authorities the woman asked him to discard the white bag, which he discovered contained two credit cards used in the onilne casino.  Mariera claims the transactions did not go through.

He has been charged with access to a device issued to another who did not authorize him to use it and was arraigned last week.
