Does California Regulate or License Sports Betting Sites?

California does not regulate or license sportsbooks.  Those sites accessible for betting in California are mostly licensed in other jurisdictions.  For example, Jazz has a strong presence throughout Latin America where it is based.  They are licensed in Costa Rica and also have land-based casinos that are regulated in countries such as Mexico.

Even if the Tribes were to somehow get on board, they have already expressed a desire to prohibit mobile/remote sports betting in order to ensure foot traffic (and revenues) on their casino properties.
