There are no laws preventing residents of Missouri from betting the Super Bowl online.  Many websites are accessible to those in the state.

In May, the U.S. Supreme Court abolished decades of prohibition of sports betting, thus paving the way for individual states to start allowing sportsbooks to operate within their borders.  Most states will need to amend their own laws however.

Lawmakers looking to allow sports betting in the "Show Me State" were looking to do so via the riverboat casinos, so it is doubtful that online wagering will be offered by gambling companies based in the state of Missouri.

The 2019 Super Bowl will see a significant number of bets coming in from Missouri residents who remained fans after the Rams relocated from St. Louis back to LA three years ago.  They were facing off against New England in Super Bowl 53.
