Referree.com has a great analysis of five years worth of recent Super Bowls and the average scoring per quarter.
They note that, from 2011 to 2015, the average scores were 6.8 to 1.4, 9.6 to 7.6, 9.4 to 5.8 and 6.2 to 5.6 in the first through fourth quarters.
As one can see, the 2nd quarter typically features the highest scoring but the 3rd quarter witnessed plenty of scoring as well over that period of time. For Super Bowl 52 the odds are longest for the third quarter with a payout potential of $50 for every $10 bet.
