A series of FBI raids in both the San Francisco and Sacramento areas resulted in the arrest of Chow back in March.  He once served as a member of a Chinatown street gang and latest member of a Hong Kong-based triad allegedly tied to Hong Kong and San Francisco-based gambling dens.

Chow is rumored to have some role in the 2006 San Francisco execution-style murder of Allen Leung , the head of Chinatown fraternal organization, a murder which remains unsolved.

“Like planets revolving around the sun, this case is about the man at the center of [a] criminal underground universe,” Assistant U.S. Atty. S. Waqar Hasib told the panel seated in the courtroom of U.S. District Judge Charles R. Breyer.

“My client,” countered lead defense attorney J. Tony Serra, “did not participate in any criminal act.... He changed his life.”

Chow’s attorney revealed Monday that his client intends to take the stand in his own defense.
