The state tried and failed to pass a bill allowing for horse racing tracks in the state last year.

The House Judiciary Committee passed the South Carolina Equine Advancement Act out of the subcommittee unanimously.

That bill was limited and would have allowed for pari-mutual betting, which means those who wager on horses that finish in the position or positions for which wagers are taken a share in the total amounts wagered.

The legislation had been sponsored in the House of Representatives by Rep. Russell Ott, D – Calhoun, and in the Senate by Sen. Katrina Shealy, R – Lexington.

“It’s trackable, it’s transparent, and we are able to keep our arms around it as a state,” Ott said at the time, comparing it to a financial transaction with a bank instead of placing a bet with a bookie.

Funds would be distributed among people in the equine community, such as trainers and breeders, through a grant program.
