Circa Sports to Incorporate Minimum $10 Bet in Illinois in Response to Sports Betting Tax Hike

Circa Sports has responded to the increase in the Illinois tax rate on operators by imposing a $10 minimum on all wagers. 

"After thoughtful consideration, we believe the best course of action for a low-hold, high-volume sportsbook such as Circa Sports is to raise the minimum wager in Illinois," said  Circa Sports Illinois CEO Derek Stevens.  "We are reluctant to compromise our best-in-class betting splits or charge our customers a per-bet fee. Beginning Monday, September 1, a $10 minimum wager will take effect, protecting the vast majority of bettors in Illinois. No one should have to pay a fee to make a wager.”

Up until recently, operators have paid a 15 percent tax in the Land of Lincoln. 

The new tax structure is as follows: 

• Adjusted Gross Receipts (AGR) Tax: This is a graduated tax system applied to a sportsbook operator's revenue. It replaced a flat 15% tax and ranges from 20% for AGR up to $30 million, increasing to a maximum of 40% for AGR exceeding $200 million.
• Per-Bet Privilege Tax: Introduced in July 2025, Illinois is the only state in the U.S. to impose a per-bet excise tax on sportsbook operators. The rate is 25 cents per wager for the first 20 million wagers accepted annually, increasing to 50 cents per wager for every bet beyond that threshold

Some major sportsbooks, such as DraftKings and FanDuel, have announced plans to pass the per-bet tax on to consumers in the form of a transaction fee, effectively adding 50 cents to each wager placed with their platforms starting September 1, 2025.
