Poker Pro Nancy Todd Gets Second Shot at Taking Control of Casinos in Arkansas

LITTLE ROCK — (Associated Press) - An attorney for a woman seeking exclusive rights to operate casinos in Arkansas says the state has turned the initiative process into an “obstacle course” by rejecting her proposed ballot measure.

The Arkansas Supreme Court heard arguments Thursday in Nancy Todd’s lawsuit against the state over her proposed constitutional amendment. Todd’s attorney told justices the state is engaging in speculation by arguing that the amendment would repeal electronic gambling at a Hot Springs horse track and a West Memphis dog track.

An attorney for the secretary of state’s office said Todd’s amendment is unclear to voters because it only says that the amendment may repeal the so-called games of skill.

Justices did not indicate when they would rule.

The court last week heard arguments over a competing casino legalization proposal.
