The beleaguered governor of Kentucky, Steve Beshear, has an interesting idea for gambling in his state:  Bet on races that have already run.

Jay Blanton, spokesman for Gov. Steve Beshear, said Beshear believes Instant Racing is among options that should be considered.

"Right now I think it's a bit premature, though, because the governor still needs to talk a bit to legislators about issues confronting both the budget and the horse industry," Blanton said.

Beshear has pushed for legislation that would allow tracks to offer video gambling. The bill died without a vote in the 2008 General Assembly legislative session that ended in March. Beshear has talked of possibly calling a special session this summer and including gambling legislation on the agenda.

"For a guy who thinks that the Internet provides too many easy opportunities to gamble, he sure is going to great and creative lengths to provide the people of Kentucky more easy opportunities to gamble everywhere else," said one industry analyst.

Last October, Beshear had attempted to seize 141 online gambling domain names.
