They essentially have four OVER/UNDERs in which to select from:

OVER/UNDER 120 seconds has the UNDER paying $30 for every $10 bet.

The OVER is not worth wagering as one would have to lay $50 to win $10 (the $50 is refunded should the OVER occur).

OVER/UNDER 125 seconds brings the odds closer together with the OVER at -200 and the UNDER paying $14 for every $10 bet.

OVER/UNDER 132 seconds pays $16.50 on the OVER and would require a $24 bet to win $10 on the UNDER (the $24 bet is refunded should this be a winner). 

OVER/UNDER 135 seconds has the OVER paying $40 for every $10 bet.  There is some value here.  The UNDER is not worth betting at -800.
