Online gambling in Estonia, Latvia and Lithuania is no longer a smaller digital alternative to traditional casinos. In several parts of the Baltic market, it has become the main way people access casino games, sports betting and poker.

This shift does not mean that all Baltic players behave in exactly the same way. Each country has its own gambling laws, advertising restrictions, licensed operators and payment habits. However, recent market figures reveal several clear regional preferences and emerging trends.

Online gambling is becoming the dominant format

The strongest Baltic gambling trend is also the most obvious one: gambling activity continues to move online, as comparison platform kasiinogiid.ee confirms.

In Latvia, online gambling generated €170.7 million in gross gaming revenue during 2025, an increase of 10.9% compared with the previous year. It represented approximately 57% of the country’s entire gambling market. At the same time, revenue from physical gaming machines fell by 11.6%, while the number of gaming halls dropped from 176 to 163.

Lithuania has moved even further in the same direction. Remote gambling generated approximately €202.4 million in gross gaming revenue in 2025, up 18.6% from 2024. When combined with the country’s land-based figures, online gambling accounted for almost three quarters of Lithuanian gambling revenue. Similar trend can be seen in Estonia, where despite the stable popularity of certain physical gambling halls, online gambling is a clear market leader.

Baltic consumers increasingly prefer gambling services that can be accessed without travelling to a casino, betting shop or gaming hall.

Online slots remain the biggest attraction

For all the talk about live casinos, poker rooms and innovative game formats, online slots continue to generate most casino revenue in the region.

In Latvia, online casino games (which includes slots and card games) produced €146.6 million in gross gaming revenue during 2025. That was far more than online betting, which generated €20.8 million, or poker tournaments, which generated €3.2 million.

Lithuanian statistics provide an even clearer breakdown. Remote Category A slot games generated approximately €141 million in gross gaming revenue in 2025, increasing by 23.8% from the previous year. Remote sports betting generated €39.6 million, while remote table games generated €19.6 million.

Slots have several advantages that fit current consumer habits. They load quickly, require little preparation and are available in countless visual themes. With new casinos bringing over 10 000 slots to the table, it’s easy to see why this game category keeps attracting Baltic players again and again.

Sports betting remains important, particularly during major events

Online casino games dominate revenue, but sports betting continues to hold a solid position across the Baltic countries.

Football and basketball have particularly strong regional audiences, while tennis, ice hockey and major international competitions also attract considerable interest. The appeal is no longer limited to placing a conventional pre-match bet and waiting for the final score.

Lithuanian remote betting revenue reached €39.6 million in 2025, although growth was relatively modest at 2.9%. Latvia recorded €20.8 million in online betting revenue, representing an increase of 3.9% from 2024.

These figures suggest that betting remains an established part of the market, even though its growth is currently slower than that of online casino games. In Estonia, several new brands have simultaneously established a betting category together with slot machines, showing how local players drift towards online gambling sites that can offer both worlds.

Trust matters more as the number of available casinos grows

Baltic customers can encounter an enormous number of gambling websites through search engines, social media, sponsorships and international comparison portals. More choice also creates more uncertainty.

A polished website does not prove that a casino is properly licensed, financially reliable or suitable for customers in a particular country. This is why licensing information, transparent terms and responsible gambling tools are becoming more important parts of the selection process.

In Estonia, gambling winnings from an operator licensed by the Estonian Tax and Customs Board are exempt from personal income tax. Operators without an Estonian licence are considered illegal, and winnings received from such services may need to be declared and taxed. This is one of the main reasons why local players only play in officially licensed casinos.

Lithuania likewise requires operators targeting the local market to hold the appropriate national licence. Its regulator may use domain blocking, payment blocking and blacklisting against illegal remote gambling services.

Baltic customers increasingly favour online casino platforms that work smoothly on mobile devices, provide a strong selection of slots, support familiar payments and process withdrawals without unnecessary delay. Sports betting and live casino games remain important, but neither can compensate for an awkward interface or questionable licensing.

Baltic gambling market is evolving and growing, but customers are not simply asking for more. They are asking for better - and this can be clearly seen from recent trends.
