Virginia will soon be licensing online sportsbooks in-state.  Those that obtain a license will be unable to take bets on Virginia schools, however.  BetOnline is licensed outside the commonwealth and will continue to take bets on the likes of Virginia University and Virginia Tech.  The later tends to have a solid college football team while the Virginia Cavs typically rank among the best college basketball teams in the nation.

On Tuesday September 15, 2020, the Virginia Lottery Commission approved sports wagering regulations.  They include a Sports Betting Consumer Protection Program that incorporates a Bettors' Bill of Rights.  As part of the regulations and Bettors’ Bill of Rights, gaming operators are required to provide for a wager “the amount wagered on the bet” and “the odds at which the wager is offered.”

Applications will be accepted beginning in Mid-October followed by a ninety day decision period with betting anticipated in time for the Super Bowl.

The tax will be 15% for the in-state licensed books.
