You are now able to bet using the Draftkings sportsbook app from Virginia, just not on in-state schools, that is unless you use a betting site licensed outside the state. SportsBetting.ag does take bets on the Cavs.

Virginia in 2016 became the first state to explicitly legalize daily fantasy sports betting and that worked out especially well for Draftkings and FanDuel, companies that had enough cash on hand to pay significant licensing fees there.
Virginia joined a number of states in offering sports betting in late 2020, but state regulations prohibit betting on the Cavaliers and Hokies with state-based operators. You can still do so at BetOnline.
Sadly, the perennial favorites to finish among the top 10 teams, the Virginia Cavaliers, entered 2022 with long 125-1 odds to win the NCAA Men's College Basketball Championship. They did have a winning record, we would note.
