Lawmakers kicked off 2020 by introducing a mobile-only bill to allow sportsbooks to operate from the state.

Bill S.213, filed by Sens. Dick Sears and Michael Sirotkin, called for license fees of $10,000 for both operators and suppliers.

A 10% tax on gross sports revenues, paid monthly, will be imposed.  There would be no stated limit on licenses/skins for online sports betting brands.

I would take another three years but Vermont finally got sports betting legalized in 2023 with Governor signing the legislation into law.  Oversight will come under the state's Department of Liquor and Lottery (DLL).

Expectations are that the first wagers could be accepted by January of 2024.

Operators would have to share with the state at least 20% of the revenue after paying the federal handle tax in addition to an upfront licensing fee of just over $500,000.

It was not immediately clear as to whether DraftKings would obtain a license here.  In the meantime, gamblers 18 and up can join BetOnline, which is currently accessible from within Vermont.

“I first proposed Vermont legalize sports betting several years ago and I’m happy the Legislature has come to an agreement, as well," Scott said in a statement. "We know many Vermonters already participate in the marketplace and bringing it above board provides important resources and consumer protections."

The state's population is among the lowest at 600,000.  In fact, some 30 US cities have more people than the entire state of Vermont.
