Oregon is soon to have in-state sports betting outlets and probably remote mobile wagering via a single contractor SBTech and managed through the state lottery.  Draftkings has no shot of entering the market as a result.  The company cannot operate in Oregon without running afoul of other state regulators where it has or is seeking a license.  Most offshore sportsbooks are not seeking licenses in the US.

Most experts agree the lottery will have a tough time competing against the offshore sportsbooks.  Traditional sports gaming kiosks could be in place this year (2021) at select lottery retailers, restaurants and bars, but the offerings will likely be limited.  There was a delay due to Covid-19.  Oregon will prohibit betting on college sports including football and basketball

The US Supreme Court ruled to abolish decades of sports gambling prohibition that never fully impacted Oregon.  The state was one of four, including Nevada, exempt from The Professional and Amateur Sports Protection Act of 1992 (PASPA).  The lottery never capitlized.  In 2005 the state determined that allowing sports wagering to Oregon residents was not in their best interest.  So is what's coming down the road a miracle solution?  Somehow we doubt it.  But they might prove us wrong.
