When Will Apps Become Available?

Only West Virginia-based sportsbooks will be able to offer apps and these could become available after the start of the new College Basketball season and perhaps ahead of Super Bowl 53.  Betting on these apps will only be permitted within West Virginia's borders.  Testing for geo-targeting has not yet completed.

Hollywood Casino Charles Town (William Hill) and The Casino Club at Greenbrier (FanDuel) will likely be the first apps on the market.

What is the Age Requirement for Smartphone Betting in West Virginia

The age requirement betting with state-run sportsbooks is 21.  International sites allow those 18 and up.

What Will I Be Taxed?

If you win a lot, that refund check from the IRS will pretty much be eaten up by the 10% state tax that will need to be paid playing at a West Virginia-based sportsbook.  Internationally-based sportsbooks do not impose a state tax.  You should always report your winnings on federal tax filings, even if these sites do not report winnings to the IRS.
