Utah will not. The state does not even have a lottery and has no intention of offering sports betting in this life time.

Arizona - Sen. Sonny Borelli told AZFamily that geography is part of the reason he plans to support legislation next year. “We’re sending all of our money to other states right now on sports betting,” he said.

New Mexico - New Mexico has become the first state west of the Mississippi to offer betting on NFL and other sports since the U.S. Supreme Court overturned decades long prohibition.  Only the Santa Ana Casino Albuquerque was offering a limited service sportsbook at this time.
