A Prime Minister ruling over a nation with more than 15 million people lost a wager on Manny Pacquiao Saturday night and now he reportedly refuses to pay. Floyd Mayweather Jr. walked away the champion by unanimous decision.

Don’t tell that to Cambodia PM Hun Sen, who made the $5000 bet and admitted Monday he doesn’t intend to pay it since he was so “incensed by the loss”.

The 62-year-old ruler issued a nine-minute statement denouncing the judges who unanimously determined Mayweather to be the winner (not to mention most of the rest of the world felt the same).  He went on to accuse the American judges of being biased.

"Yesterday, us viewers could barely give a point for Floyd, but the three judges unanimously decided Floyd was the winner," he said.

Details were scant as to the other party involved in the wager.  The individual is believed to be another political official who has yet to step forward and may never do so.  Hun Sen has ruled Cambodia with an iron fist for over 30 years and has a reputation for “intolerance towards the opposition”.

"I would not settle this; I will not give you the money,” Hun Sen added.

Gambling is illegal in Cambodia.

The Mayweather-Pacquiao fight was the single most wagered on boxing event ever recorded.
