Biggest Barrier to Legalized Sports Betting in Ohio

The biggest barrier to legalized sports betting in the Buckeye State appeared less about whether college sports and mobile would be permitted but more about who will oversee the industry.

The split was whether to put the Ohio Casino Commission or the Ohio Lottery Commission in charge, according to the Columbus Dispatch.

“I haven’t been persuaded yet that it should be moved to the lottery commission,” said state Sen. Sean O’Brien, D-Bazetta back in 2019.

He was a sponsor of Senate bill at that time, which looked to give regulatory authority to the casino commission. It was seeking to legalize sports books at Ohio’s 11 casinos and racinos and collect a 6.25% tax on their profits.

The actual measure, passed in the summer of 2022, allows for sports wagering in a wide range of venues that include casinos, bars and even grocery stores, all of which will feature betting kiosks.

Jessica Franks, Communication Director at Ohio Casino Control Commission, stated that state regulators are prepared for the upcoming challenge. 

"We're regulating a whole new industry for the state of Ohio, which requires a substantial amount of labor. However, we have a fantastic staff at the commission, and we're pretty happy with the job done thus far in this process. " stated Franks.
