We can probably throw the Dolphins out of the equation, however, both New York and Buffalo are expected to improve in 2019.  Gambling911.com mulled over the Bills total wins odds in 2019 and found that their schedule is easily among the softest.

Athlon writes:

"After five games scoring in single digits, the Bills could have as many as eight new starters on offense. It’s a fresh look and sorely needed. The keys are a new-look line jelling quickly and a deep passing game developing to take advantage of Allen’s arm. The defense is good enough to take a team to the playoffs. Buffalo has missed 18 of the last 19 postseason parties, so it’s not like there’s the weight of expectations on (Sean) McDermott. But time waits for no man in the NFL."

Adam Gase has been brought in as new Head Coach of the New York Jets.  The Jets fired general manager Mike Maccagnan in May.

BleacherReport writes:

Despite the friction, turnover in the front office and Gase's reluctance to pay premium free agents, the roster talent will overcome offseason turmoil. Unless the Jets trade running back Le'Veon Bell and Mosley, both will become key factors in this squad's improvement in the upcoming season.

Darnold can lean on Bell in the short passing game, which may cut down on his erratic throws downfield, dropping his interception count. He can also hand off to the two-time All-Pro running back who's averaging 4.3 yards per carry for his career and accustomed to handling a big workload.

As for the Pats, Rob Gronkowski is no longer there, Tom Brady is getting a little older.  But the Brady and Bill Belichick combo has resulted in consistency year after year regardless of any personnel changes.

Even the slightest step back by the Pats and improvements with either the Jets, Bills or both evens out this division more than any other time in the last 15 years.

One can bet on the AFC East winner here.
