More importantly for 2018 at least, the state legislature is out for the remainder of the year.  California would have to pass a law specifically permitting sports betting.  Even if they were to somehow miraculously do so by January of 2019, there would not be enough time to offer sports betting from any casino in time for Super Bowl 53.
